二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）采购项目需要落实的政府采购政策情况: 本项目推行节能产品、环境标志产品政府采购，促进中小企业、监狱企业、残疾人福利性单位发展，扶持不发达地区和少数民族地区等相关政策；
（2）本项目专门面向小、微企业采购。

(b)Qualification requirements to be met to implement government procurement policies: (1)Promoting energy-efficient products and environmental label products, supporting the development of small and medium-sized enterprises (SMEs), prison enterprises, and organizations employing people with disabilities, as well as assisting underdeveloped regions and ethnic minority areas
(2)This project is specifically aimed at small and micro enterprises for procurement.

(c)本项目的特定资格要求：3.1符合《中华人民共和国政府采购法》第二十二条的规定
3.2未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单
（1）根据财政部《企业会计准则第36条关联方披露》规定，投标单位之间构成关联方关系的，则前述投标单位只能确定一家单位参加投标，否则，一经查实，前述构成关联方关系的投标单位中标无效；
（2）投标人具有有效期内的《劳务派遣经营许可证》；
（3）本项目不允许转包与分包。

(c)Specific qualification requirements for this program: (1) According to Article 36 of the Enterprise Accounting Standards of the Ministry of Finance on Disclosure of Related Parties, if there is a related party relationship between bidding units, only one bidding unit can be selected to participate in the bidding. Otherwise, once verified, the winning bid of the bidding unit that constitutes a related party relationship is invalid;
(2) The bidder has a valid Labor Dispatch Business License;
(3) Subcontracting and subletting are not allowed for this project.
